Residents in Vuwani are part of a group who call themselves the Pro-Makhado group.
A spokesperson for the group, Arnold Mulaudzi, says the residents are protesting against their incorporation into the newly established Collins Chabane Municipality.
The municipality has been implicated in dealings with the controversial VBS mutual bank.
Residents want to be re-incorporated into the Makhado municipality, Mulaudzi said.
The group is expected to address the community of Vuwani on Sunday to discuss activities that will be taking place on election day.
Mulaudzi says that they will not prevent anyone from voting, but he added that they have barred the Independent Electoral Commission (IEC) from using local schools as elections venues.
"Since 2015, no political party or a political leader came to our mist when we needed them the most, that's why we not aiming this thing at the ANC or EFF - we are saying that we are not voting for anyone until such time someone considers us to exist because now people are concerned,” says Mulaudzi .
"I don't think there will be anyone who prevents anyone to go and exercise his or her democratic right."
