Police minister calls out troll, again

Is it a case of photoshop?
Police minister Fikile Mbalula is known for his spicy Twitter comebacks.
He’s also known for not letting anything slide and even blocking those who disagree with him from time to time.
Today, he was not about to let this tweep go.

To which the minister replied….

But this Twitter user wondered if the minister’s photo was not in fact photoshopped.
But we can't see the holder of this pen. Who's photoshoping the who?
