ANC received R6.5m from Free State asbestos scandal, Zondo report finds

The fourth report of the commission of inquiry into state capture has found that R6.5 million of the money siphoned off by corrupt officials during the Free State asbestos audit scandal landed in ANC coffers.

The commission released the latest instalment of its report on Friday.

It deals with National Treasury, EOH Holdings, the City of Johannesburg, Eskom as well as the Free State asbestos debacle.

The asbestos scandal is currently before court, with suspended ANC secretary-general Ace Magashule, businessman Edwin Sodi and several others facing charges of fraud and corruption related to the R255 million asbestos tender.

The commission’s chairperson Raymond Zondo found that no asbestos were removed, and Sodi’s Blackhead Consulting was not qualified to undertake the removal.

The report also found that several ANC officials benefitted from the money, which was paid through Sodi.

The ANC's Paul Mashatile received more than R370 000, deputy minister Pinky Kekana R170 000, deputy minister Zizi Kodwa R174 000, and Labour Minister Thulas Nxesi R45 000.

Former Health Minister Zweli Mkhize also received more than R6.5 million, money which allegedly landed in the coffers of the ANC.

At the same time, Zondo recommended a criminal investigating into then Free State MEC Mosebenzi Zwane for his role in the approval of the scheme.

“It is recommended that the law enforcement agencies should conduct such further investigations, as may be necessary, to enable the National Prosecuting Authority to determine whether it should not charge Mr Moses Mpho ‘Gift’ Mokoena, former head of the Free State Department of Human Settlements, Mr Mosebenzi Zwane and other officials in the Free State Department of Human Settlements with fraud,” Zondo said in the report.

The commission further found that the ANC failed in its oversight role during the R1 billion housing project debacle in the same province.

“If the ANC had monitored and supervised the performance of the Free State provincial government in general and the premier in particular during the 2010/11 financial year - which is when the Free State R1 billion housing project debacle happened where more than R500m was paid out by the Free State Department of Human Settlements and yet there were no houses which it could be said the money had been used to build for poor people - either Mr Magashule would not have remained Premier or Mr Zwane would have been fired as MEC,” said Zondo.
