"There is no money embezzled by anyone. Indeed there were challenges," said ANC's William Bulwane at a press conference on Monday morning.

He vowed that the project, taken over by the Department of Arts and Culture, will be completed by the end of 2019.

Earlier this week follow former finance Minister Trevor Manuel used a memorial service for Madikizela-Mandela in Cape Town to publicly question former Free State premier, Ace Magashule, on the whereabouts of the money meant for the project.

According to Bulwane, the funds allocated to the project was spent elsewhere.

"A budget of R3 million was allocated, of which R204 000 was spent on the designs for the museum. The balance of R2.7 million was redirected to Wesleyan Church in 2012 as a result of the centenary celebrations and the project to renovate and restore the church where the ANC was established."
