Ramaphosa made the promise during the party’s election manifesto on Church Square in Tshwane on Monday.

He says outsourcing has been found to weaken government, especially at municipal level.

“Too many local government functions are still outsourced in many of our municipalities. This practice of outsourcing government functions has been found in not only our country, but in many countries as well to weaken government and especially municipalities to fulfil their basic functions and creates room for corruption and malfeasance.

“We will end the outsourcing of essential local government functions and end the practice of labour broking and work to create sustainable municipal jobs.”

It’s a race against time for all the country’s political parties, which have approximately one month to convince the electorate to vote for them.

The ANC was the last of the major political parties to host its election manifesto.

The Democratic Alliance and the Economic Freedom Fighters both held their manifestos on the weekend.

The ANC is hoping to win back the metro from the DA after losing it in 2016.
