Cele was speaking at the funeral of University of Cape Town (UCT) student, Uyinene Mrwetyana held in the Eastern Cape on Saturday morning.

Mrwetayana was attacked, raped and brutally murdered at a Cape Town police station after calls to find her went viral on social media.

Her alleged killer, a Post Office employee, apparently handed himself over to the police and confessed.

"I am telling you: 'Police, you are not fashion designers, you are not fashion advisers. It is not your job to advise how these women must dress. They must dress as they want to be," said Cele.

His remarks were welcomed by applause.

Cele also told mourners that more female police officers will be trained to work at the front desks of police stations and deal with complains of gender-based violence.

Government has been heavily criticised for not having the adequate measures in place and not dealing substantively with attacks, rape and murder of women
