Kinnear was gunned down while sitting in his car in front of his home in Bishop Lavis on Friday.

The 52-year old has investigated a number of high-profile cases in the Western Cape, including the extortion case of alleged Cape Town underworld figure Nafiz Modack.

Addressing the media following his visit, Cele admitted that more should have been done to keep Kinnear safe.

"There are things that were supposed to be done, that were not done," Cele said.

"We need to correct that, but to have those facts we will need some form of investigation led by the national commissioner.

"If needs be, there will be no problem saying to the president ‘give us the extra capacity to find out what has happened that has led to the loss of one of the top of the crop’.”

Cele praised Kinnear as one of the country’s best investigators.

"One of the best detectives we've had, number one in this province and number three in the country, which tells you that we are dealing with not just an ordinary human being, but an extraordinary human being," he said.

"We have spoken to the family and Kinnear's wife has raised a very strong point, saying they don't expect their husband and father to be a statistic - they want to know what happened.

"We will be putting an extra effort to find those answers, but at the present moment there are more questions than answers.”
