Speaker Jonathan Lawack decided to cancel the scheduled motion after chaos broke out in the council chambers in Port Elizabeth.

Opposition parties heckled Lawack, vowing to not leave council until the matter is heard.

But Lawack remained adamant, saying "According to rule 28.11 for those of you whose hearing is impaired let me read this again; in the event of grave disorder in a meeting the speaker may adjourn this meeting, which I did."

The fragile DA-led coalition in the metro received a last-minute boost when the Patriotic Alliance decided not to support the motion.

The motion, brought by the Economic Freedom Fighters (EFF), followed a decision by the Democratic Alliance (DA) not to support the resolution to have the property clause in the Constitution amended to include expropriation without compensation.

Scores of African National Congress (ANC) and EFF supporters are demonstrating outside the council building demanding "stop the rot and corruption by the DA".
