The Congress of South African Trade Unions (Cosatu) is demanding the immediate withdrawal of Finance Minister Tito Mboweni’s draft economic recovery plan.
Treasury released the document on their website on Tuesday titled ‘Economic Transformation, Inclusive Growth, and Competitiveness: Towards an Economic Strategy for South Africa."
The paper - is open for the public comment until September 15 - places an emphasis on the role of the private sector in the generation of investment and jobs.

The paper looks at possible structural reforms to boost economic growth by up to three percentage points and to create a million jobs in 10 years.
Cosatu deputy general-secretary Solly Phetoe says the paper must first be discussed in the National Economic Development and Labour Council (Nedlac).
"Because that paper has not gone through structures of the alliance of the ANC has not gone the processes of government. I'm sure even the president, if you would call him, he would not be aware of that paper.
"It is part of the people who are undermining the process of government, the process of Nedlac including the alliance."
