The Democratic Alliance (DA) in Limpopo has a lodged formal a complaint with the Office of the Public Protector in the province.
The DA wants Busisiwe Mkhwebane to probe the Makhado Municipality after paying over R12 million for a 2-kilometer stretch of road between Mashao and Valdezia.
DA Councillor in Makhado Municipality, Glenda Furumele, says the project was supposed to have been finished earlier this year.
The DA says the contractor, Tshiamiso Trading 135, is being paid monthly by the municipality to fix the road. However, the company is doing "a shoddy job”.

Furumele says the Public Protector will refer the matter to the South African National Roads Agency because the public watchdog does not have engineers to conduct the investigation.
"They will be the ones coordinating or facilitating the matter with assistance roads agency," says Furumele.
The DA says municipality is planning to inject another R15 million for the second phase of the project.
Tshiamiso Trading 135 could not be reached for comment. Makhado Municipality spokesperson, Louis Bobodi, said the municipality is unaware of the matter.
