The organisation's Stefanie Fick believes in some cases, the Road Traffic Infringement Agency isn't issuing enforcement orders.

Motorists with unpaid fines won't be able to renew their vehicle or driver's licences.

The two suspects were arrested in Johannesburg on Saturday. Gauteng Hawks spokesperson Ndivhuwo Mulamu says the two suspects were also found to be in possession of fraudulent and altered documents. "On Saturday members from Serious Organised Crime Investigation, together with City Deep border policing members, stopped two delivery trucks loaded with exclusive liquor.

Ficks says the reasons for the outstanding enforcement orders aren't 100% clear.

"In many of the cases, motorists were unaware of any outstanding infringement notices or unpaid fines.

She says AARTO apparently cannot cope with the current administrative processes.

"Outa asks how will they be able to cope with amendment act that will be rolled out nationwide, by July 2021 where the demerit system will add even more problems to the mix.”
