In his State of the Province Address, Gauteng Premier David Makhura reiterated that the controversial use-pay system has no future.

However, in a series of tweets, Finance Minister Tito Mboweni insisted that e-tolls won't be removed, saying there should have been a plan at the introduction of e-tolls to ensure the system worked and yielded returns in the long term.

Since then Transport MInister Fikile Mbalula also entered the fray on whether or not the system should stay.

Roodt says the system could have worked if government handled the implementation correctly.

"But currently the spat between the different Leaders within the ANC is only exacerbating the horrible situation already and that only underlines the question: Who is in charge of South Africa?

"Will the government or will the president or whoever is in charge of South Africa stand up and say what the actual policies are?"
