Employee verification saves Prasa R200m – Mbalula

Transport Minister Fikile Mabalula says government managed to save at least R200 million in salaries through project Ziveze at the Passenger Railway Agency of South Africa (Prasa).

Prasa investigations have discovered that the agency had 3 000 ghost employees, or employees who could not be verified.


Speaking during a media briefing on Monday, Mbalula said the background check on employees was done with the help of Home Affairs, the South African Revenue Service, Umalusi, and the South African Qualifications Authority.


"The investigation concluded that the root cause of these findings are incorrect data capturing of employee information, resulting in a corrupted employee database, and weaknesses in the PRASA’s ICT system weaknesses in PRASA’s internal control environment"


Mbalula says a number of measures have been taken to deal with critical issues flagged in the investigation including a forensic investigation.


"A digital fingerprint and photo ID verification process with the assistance of the Department of Home Affairs. This exercise is currently underway.  The completion of this exercise will then enable PRASA to freeze the salaries of those flagged. Digitisation of files and supporting documents;


"Clean-up of the employee database; employees who submitted fraudulent qualifications will be served with letters to explain themselves within 48 hours from today, failing which stricter action will be taken in line with the applicable prescripts."
