Els was reacting to the terror attack at the Moscow Concert hall in Russia last Friday, that  claimed more than 130 lives.

He says there are various countries in Africa where the terror group has a foot-hold: "In Africa it’s a real threat to us and we are experiencing these in Mozambique, the DRC, Burkina Faso, Mali and Niger".

European countries have also rised concerns about possible attacks.

Els believes the Islamic State is regrouping after they experienced a heavy beating and defeat in Syria.

"They move very able into Africa where we saw the huge presence in the Sahel, DRC and also in Mozambique".

He says the torturing of the suspected terrorist might be counter productive as it only strengthens the terror groups.

Videos and images were leaked onto social media sites, showing what appeared to be Russian security personnel torturing the suspects of the attacks.

Reports even surfaced that one of the suspects had their ear cut off, and force-fed to him.

Els says while there might be an emotional desire for revenge from the public, countries should always abide by international laws and norms.

"If we look at terrorism and action of terror , it’s a very emotional situation on both sides".
