Zuma appointed the Commission in August 2013.

It was established to investigate the remuneration and conditions of service in the public service and public entities listed in Schedule 3A and 3C of the Public Finance Management Act, with the remuneration of educators receiving priority attention, the Presidency said.

The Commission is also mandated to investigate matters relating to organizational development, job evaluating and grading, recruitment, appointment and promotion, human resource planning and performance management systems, policies and practices in the public service.

“Judge Mthiyane will fill the vacancy that arose when former Chief Justice Sandile Ngcobo requested to be relived from duty as Chairperson of the Commission,” said the Presidency in a statement.
