Paper were filed at the North Gauteng Court on Thursday against President Jacob Zuma, the Gupta brothers, Public Enterprises Minister Lynne Brown and Finance Minister Malusi Gigaba.

The foundation believes they are involved in the looting of at least R5 billion from the power utility.

Director Francis Antonie says courts need to tackle the scourge of corruption.

"It is manifestly clear that the NPA and Hawks doesn't have the will, capacity or intention to act against corrupt officials. We want them to pay back the money firstly and if there are criminal wrongdoing, criminal law will take over."

The power utility's governance has been under the spotlight for the past year, amid allegations of poor corporate governance at the state-owed enterprise.

Parliament's Portfolio Committee on Public Enterprises is currently probing the allegations of state capture.

"We feel like something has to be done. When one starts putting all the reports together of irregularities at Eskom a pattern emerges. This pattern displays massive wholesale corruption and this must stop. We are asking the people we believe are implicated in this to come and explain their behaviour," says Antonie.
