Limpopo authorities said a decision was still pending on whether to declare Vuwani in Limpopo a disaster area.
Over twenty schools have been torched and vandalised and thousands of children left without classes.
Residents remain set against a decision to incorporate them into another municipality.
A high level delegation met again on Tuesday in Polokwane in a bid to resolve the matter.
Cooperative Governance Minister Des van Rooyen said a submission, recommending the area be declared a disaster area, has to be made to the provincial executive council.
"We have not received any communication...for us to make a recommendation," Van Rooyen said.
Meanwhile, the Minister of State Security, David Mahlobo, was expected to lead a government delegation to Vuwani on Wednesday.
The minister said it's a positive sign that there's been no new incidents of violence or vandalism since the weekend.
"We'll be going together to clean the roads...the MEC is also working on the question of a provincial prayer day for Saturday," Mahlobo said.
