Kwa Zulu-Natal Transport Member of the Executive Council (MEC), Bheki Ntuli, believes the devastating R66 crash that claimed the lives of 16 people, could have been avoided.
A minibus taxi and a truck were involved in the head-on collision on the R66 between Ulundi and Melmoth on Wednesday.
The taxi burst into flames.
Initially, 13 people, including a pregnant woman, were reported to have been killed.

The death toll was later revised to also include a stillborn baby.
Ntuli visited the crash site and said had the driver of the truck been adhering to rules of the road, the accident would have never happened.
"This horrific accident is an accident that should not have taken place if - in my view - the truck was driving in the normal speed and the driver was obeying all the rules of the road," said Ntuli.
