Mchunu spoke at the funeral service of the slain Rand Water executive in Pretoria on Sunday.

Joala was gunned down at a Rand Water back-to-school event in Zakariyya Park.

His bodyguard was also killed, while Joburg chief whip of council Sthembiso Zungu was wounded.

“Teboho was friendly and very approachable. He was knowledgeable, an avid reader who enjoyed discussing matters of global interest and those who worked with him and around him will tell you that he was an excellent communicator," Mchunu told mourners.

“I found him to be a very committed public servant, who would go beyond the call of duty when performing his duties."

Mchunu said he has discussed the incident with Police Minister Bheki Cele.

“The rate of murders in the country is not just a public worry, it is a major grievance. But the question that is confronting us is where and how do these murderers get these daring acts of committing murder in a hall full of people in broad day light?

“We have made a request to (Police) Minister Bheki Cele to add this case on the list of priority investigations and he agreed, saying he would assign this particular case to somebody he trusts in the police circles. We will monitor and assist where we can so that at the end the case doesn’t just disappear."

Police have yet to make any arrests, and the motive for the killing is unknown.
