Special Tribunal rules Gauteng PPE contract as unlawful

The Special Tribunal has ordered that the contract for personal protective equipment (PPE) awarded to Ledla Structural Development by the Gauteng Health Department as unlawful.

Judge Billy Mothle delivered his ruling on Thursday.
He said the contract must be reviewed and set aside.
The matter was taken to the tribunal in August by the Special Investigative United (SIU) and involves 39 other companies that were contracted to deliver PPE to the department.
Ledla received R38.7 million from the department which was distributed to other companies involved in the tender.
Royal Bhaca Projects owned by Madzikane II Thandisiwe Diko, the husband of President Cyril Ramaphosa's spokesperson, Khusela Diko has also been linked to the irregular tenders.
Mothle has ordered that the monies held in the bank accounts of Ledla Structural Development and three other respondents be forfeited to the state.
He further lifted a preservation order over the monies held in the bank accounts of BLSM Service, Lloyd Mthobeki; Mpho Mafenyane; Api Property Group (Pty) Ltd; Boxlee (Pty) Ltd; and Angelic Juliana Groenewald.
"The SIU has been ordered to go and compile a forensic services report against 27 respondents. It is our understanding that the matter will come back before the special tribunal to consider the report by the SIU and that matter will be finalised in 2021" said Tribunal spokesperson Selby Makgotho.
