Licensing departments have been rocked by allegations of bribery with people wanting to get driving licences at all cost.
"We will, after successful prosecutions, ensure we recover as much money that we can from the people that have benefitted through this illegal act, by using their positions to enrich themselves," says Msimanga.
The mayor says those who are found not to be guilty will be reinstated.
