Unions: Joburg agreement ‘does not guarantee an end to strikes‘

The City of Johannesburg has signed a memorandum of understanding with municipal unions Samwu and Imatu that it hopes will resolve grievances before workers decide to down tools.
The city and the two unions briefed the media on the agreement on Monday.

However, Samwu’s Vuyani Singonzo was quick to point out that the memorandum of understanding does not guarantee an end to industrial action.
The signing of the agreement is binding and enforceable in terms of the Labour Relations Act.
“The MOU establishes a framework which will set out the requirements of a labour engagement framework which will provide the mechanisms to achieve stability in our labour relations,” said Johannesburg Mayor Herman Mashaba.
“Specifically achieving additional steps aimed at resolving issues in dispute before they lead to strikes.”
There will also be consequences should any of the parties breach the contract.
“In the event that any of the parties breach this MOU, the enforcement procedures require binding arbitration with powers to award costs or necessitate disciplinary action against any employee of the city,” added Mashaba.
