Speaking to the Complimentary Breakfast on Wednesday morning, Msimanga said he removed himself from the talks as it has a direct impact on his future as mayor of Tshwane.

He also told host, Rian van Heerden that he plans on shaking up some departments where service delivery was dismal.

"There are departments that need a serious shake up. The chief of the Tshwane Metro Police will go - that goes without saying,"

He also said that members of the metro police have to stop "fundraising" and start doing patrols.

"They will have to go and do policing. I need an anti-hi-jacking unit as well as a narcotic unit within the metro police," Msimanga said.

Msimanga said that taxes won't drastically increase as the city of Tshwane has the necessary resources to deal with the issues of service delivery.

"I want to make sure that Tshwane becomes safe. Even if it means that we have to re-train the cops, we'll do it," he added.

He said that he won't lead a "bloated government" and that service delivery will be at the core of his term as mayor of the City of Tshwane.

"Service delivery and the empowerment of all of our people need to be in the spotlight," he said.
