EFF MPLs walked out of the legislative chambers when party representative Matome Machaka refused to withdraw a comment in which she referred to members of the House as "mosquitoes".

Machaka opted to leave the House rather than apologise, and was followed by other EFF members.

Continuing the budget votes, Safety and Security MEC Mapula Mokaba-Phukwana said the mushrooming of taverns and shebeens in townships and villages was a problem for the department.

"We have made recommendations to the Liquor Board to close liquor outlets planted near schools and churches," Mokaba-Phukwana said.

Meanwhile, the MEC for Cooperative Governance and Traditional Affairs, Makoma Makhurupetje, said the 15% decrease in the budget would not deter the department from doing its job.

She said most municipalities were able to spend most of the infrastructure grant allocated to them.

"There is a dramatic improvement which has seen more municipalities spending well above 65% as of the end of February this year," she said.
