Mogoeng was speaking on the sidelines of an event in Sandton on Friday.

Mogoeng says one of the major problems facing the country is the fact that the government gives instead of creating possibilities.

"One of the major problems - and I don't mean to be unduly critical - is that we give rather than create a possibility with what we give you to assume responsibility.

"Imagine if everybody who received a grant were given the money on the understanding that at least a portion of it was going to be invested in some business, whether it is fat cakes you sell, whether it is peanuts you sell."
