Makhura delivered his three-hour address at the Sefako Makgatho Health Sciences University in Ga-Rankuwa on Tuesday. Democratic Alliance (DA) Gauteng caucus leader Solly Msimanga labelled Makhura's speech as predictable. "Well, as predictable as Ntate Makhura as I said yesterday (Monday), it was going to be same old same old.

The issue of e-tolls has been a thorn in the side of the provincial government since its introduction in 2013, with most Gauteng motorists simply refusing to pay.

Johannesburg Mayor Geoff Makhubo reiterated ahead of Sopa that the African National Congress (ANC) in Gauteng remains opposed to the user-pay system.

"The organization that I come from, we have taken a resolution as Gauteng that e-tolls must be scrapped.”

Makhura said he has been given an assurance that a lasting solution has been found and an announcement by the president is imminent.
