This according to the Independent Electoral Commission (IEC) who addressed the media on Tuesday on the past weekend's voter registration.
This issue has paved the way for an application to get clarity from the Constitutional Court.
Dubbed the toughest Local Government Elections in the country's history, the IEC has had to overcome many obstacles.
By-elections in Tlokwe have had to be postponed due to the damning Constitutional Court judgement on voter addresses, but the IEC said the highest court in the country must provide more clarity.
"It is correct that voters, as you would know, in the past have registered where they did not have addresses or where we did not have their addresses. We are now asking them for their details, but none of them have been removed," the IEC's Chief Electoral Officer Mosotho Moepea said.
