Five key points of the Fees Commission report

The much-anticipated report into the feasibility of free higher education has finally been released.

President Jacob Zuma released the Heher Commission report on Monday.


The president established the commission in January 2016 - following nationwide student protests demanding free tertiary education.


The commission was chaired by Justice Jonathan Arthur Heher.


There has been mounting pressure for the president to release the report after receiving it at the end of August.


Five key things you should know about the report:


1. The Heher Commission has found that the state does not have the capacity to provide free tertiary education to all students in South Africa.


2. The Heher Commission recommends that all students at TVET colleges receive free education.


3. R50 billion from the surplus of the Unemployment Insurance Fund should be transferred for the infrastructure development of TVET colleges. 


4. It recommends that university students get government-backed loans that they would only need to start repaying at a specific income level.


5. Loan repayment terms and conditions must be designed to make the burden on graduates as light as possible.


Zuma has not made a pronouncement on the fees report. 


He says: "I will make a pronouncement on the Report once the Ministers have concluded their work. I have decided to release the Report prior to the conclusion of our work so that the public can have an opportunity to study the report."
