The Ekurhuleni metro police was on the scene of a service delivery protest in Tembisa on Tuesday morning.
Residents of Winnie Mandela informal settlement barricaded the R562 road and Madiba drive with burning tyres and rubble.
They are unhappy over water and electricity problems in the area.
Metro police spokesperson Thabiso Makgato says officers were monitoring the situation, but motorists should avoid the area.
